Fraser Research & Consultancy Consortium (FRCC) Sierra Leone Ltd is an independent multidisciplinary consortium established to advance evidence-based policymaking, institutional excellence and sustainable development through research, consultancy and strategic partnerships.
The organisation was founded in response to the growing demand for credible research, independent evaluation, policy advisory services and institutional strengthening support across government, civil society, development agencies and the private sector. FRCC addresses this need by bringing together experts, practitioners, researchers and institutions committed to generating practical solutions to complex development challenges.
Our consortium approach enables us to combine local knowledge with global expertise, ensuring that our research and advisory services remain contextually relevant while meeting international standards of quality and professionalism.
Our Story
Many institutions face significant challenges in accessing reliable data, conducting rigorous research and translating evidence into effective policy and programme implementation. As a result, development interventions often suffer from weak evidence bases, limited accountability and reduced impact.
FRCC was established to bridge this gap by creating a platform where research excellence, institutional learning and practical implementation converge. Through independent analysis, collaborative partnerships and innovative approaches, the organisation seeks to contribute meaningfully to national, regional and global development agendas.

Built for West Africa's policy gap
FRCC was established in Sierra Leone to address a specific institutional failure: rigorous research was being produced but rarely reaching the decision-makers who could act on it. The consortium was structured from the outset to operate across both worlds.
Research only matters if it reaches the people who can change how institutions work — that is the founding logic of FRCC.
Every project is designed around questions the partner institution is already navigating — not research agendas set elsewhere. Findings are embedded in the institution before the engagement closes, not delivered as a final report.
FRCC operates across governance, health, education, and economic development — sectors where the gap between analysis and implementation has historically cost West African institutions the most.


Independent governance, field-tested leadership
FRCC's governance structure is designed for credible independence. An advisory board drawn from academic, public-sector, and civil-society institutions provides oversight without directing project outcomes.
The leadership team combines peer-reviewed research experience with direct policy-advisory roles in West African governments and development programmes — so institutional clients engage with people who have sat on both sides of the evidence table.

Context is not a footnote — it is the research design. FRCC teams are embedded in the regions they study, drawing on networks built over years of on-the-ground work.
